There is a simple explanation to this behaviour.

All versions of Windows (including current Windows 10) initiates a scan of the Serial Port to detect the presence of a Serial Mouse (why later version of Windows does this is beyond my knowledge - the last time I saw a Serial Mouse was with a Windows 95 PC running on an 80386 PC!).

To turn this off with Windows NT we had to modify the BOOT.INI file and include the following switch to the boot line to disable the detection (and subsequent weird behaviour of non-Serial Mice devices): /NoSerialMice

With XP you use the switch with  /fastdetect

With Windows 7 and Windows 10 you need to change the Registry Key as follows:
Change value of start to 4
